There are humans higher up than the president. the one's who control stuff behind closed doors. no-one knows about them at all. Known to your race as sort of a new world order where just rich countries are involved. the clue is that your moon is not natural. a satellite. damaged by warfare. only the mares at the front remain after so many attacks everywhere else. There used to be a huge civilisation across the stars. now all that is left is ruins.

After all it is the taxes of the American, British, Australian and many other nations citizens which has been extorted from these citizens which had and never have been passed by Congress in America or Britain et al which is being used for these clandestine Military Industrial Research Efforts. Some of these space ships which are Electrogravitically propelled are from deep space are are not Earth Technologies. Those Electrogravitically propelled spaces ships, which Earth technology has now built, that is the flying saucers, have been brought about by Back Engineering from the crashed Flying Saucers found in America, Britain, Russia and other countries hearken back to the early 1940's and a little before that time.
